FrontPage - Why do my text boxes with hovers and hyperlinks become useless boxes when published 2 an FTP site?

My web page is www.ltci-consultants.com. I created a web page in Frontpage. Instead of the crazy word art text you now see, I used Insert >Navigation>Dynamic Effects>Hover on. I added effects, hyperlinks and published. When I publish, I just get gray boxes. Do you kow why?
