Is there a plumbing solution for this? my sink backs up from upstairs neighbor's drainage.?

my upstairs neighbor's sink has often, for years, drained too fast and backed up into mine! gross and unhealthy! it has to stop! is there a gadget or something to install? the mgmt is too dumb to fix it, i have to solve this for them. I am ground floor, neighbors are 2nd story. it rains a lot here, in case that matters. I need to make their drain go slower so it won't come up into my sink....etc.
