Why are some dog owners idiots?

Well small dogs ARE exceptions to a lot of rules. Like they can go with you on an airplane in your lap, they are never blamed for attacks (when they attack more often but aren't able to seriously injure most of the time), they are allowed in some stores in strollers... the list goes on and on. So people maybe just take the liberty to add their own exception. It's a danger to the dog to have it unleashed... but they're so "cute" and "innocent" so it's okay right? I personally DO have something against small dogs. I find them to be more aggressive, but I don't blame them, I blame the owners that get an "accessory" not a pet. I've met plenty of beautifully trained small dogs, but way more totally untrained monsters of small dogs. The dog park has 2 sections, and I've only ever been on the big dog side. I don't know how many horrible fights I've heard over there while the big dogs are at peace most of the time. I guess you're not forced to be so careful, since your dog really can hardly harm anything. I don't get it. Sorry I made this so long, I just have pretty strong opinions about small dogs. I've never been growled at by a large dog, but every other chihuahua I try to pet growls at me.
