I have a Toshiba lab top and I want to delete everything and Just start over fresh! How do I do it?

I dont have a disk and it seems like when I delete things and it goes to the recycle bin and i still delete it....It still doesnt wrk. Its like whn I turn it on...I have to constantly turn it off and on so that my internet will finally wrk...How do i delete stuff..
